Delhi Police Crime Branch arrests 5 in ITBP Constable exam paper leak case

The Crime Branch of Delhi Police (ER-2) has made a major breakthrough in the ITBP (Indo-Tibetan Border Police) Constable recruitment paper leak case, arresting five people, including three directors of a Kolkata-based examination agency.

The arrested accused have been identified as:

• Amitav Roy (61), Director, IIP, Kolkata – B.Sc, Diploma in Management

• Jaydeep Goswami (58), Director, IIP, Durgapur – B.Pharm, MBA

• Shubhendu Kumar Paul (51), Director, IIP, Kolkata – B.A

• Rohit Raj (38), Consultant, IIP, Delhi – B.Com (Hons)

• Dharmendra (38), Printer, Delhi – B.Com (Hons)

On January 10, 2021, ITBP conducted its Constable (Tradesman) written examination across 81 centres in 13 cities nationwide. Just before the exam, the question paper was leaked on WhatsApp and circulated widely among candidates and even reached senior ITBP officers. When matched with the official question paper, the leaked version was found identical.

ITBP initiated an internal inquiry and lodged a case at Lodhi Colony Police Station, Delhi. The Investigations revealed that the exam had been outsourced to Indian Institute of Psychometry (IIP), Kolkata, which was responsible for preparing the question paper, printing, handling OMR sheets, and maintaining secrecy. Instead of handling the process themselves, the IIP directors illegally outsourced the work to other parties, leading to the compromise.

Despite repeated notices, the directors failed to cooperate with the probe. Finally, on September 19, 2025, the three directors—Roy, Goswami, and Paul—were arrested from Kolkata. Delhi Police secured a 48-hour transit remand from a Kolkata court and later obtained police custody in Delhi.

During interrogation, the arrested directors revealed the role of consultant Rohit Raj and printer Dharmendra, who were later nabbed in Delhi on the night of September 24–25, 2025.

This breakthrough exposes a nexus between exam organizers and facilitators that compromised the integrity of a crucial paramilitary recruitment process. Police said further investigation is underway to uncover the wider conspiracy and track other beneficiaries of the leak.
