In a major breakthrough against cybercrime, the Cyber Police Station of Shahdara District has arrested an African national who allegedly duped more than 100 women across India. The accused, identified as Stephane @ K Cee Dominic (29 years), was residing illegally in Delhi and posed as a UK-based Korean jewellery businessman on the Hello Talk App to cheat women with false promises of personal relationships and business deals.
A case was registered vide FIR No. 82/25 dated 24 Sep, at PS Cyber Shahdara on the complaint of Ms. Anjali. She alleged that she came in contact with a person named “Duck Young” on Hello Talk, a language exchange app. He introduced himself as a Korean national based in the UK dealing in jewellery business.
After gaining her trust, he claimed that he was detained at Mumbai Airport by Immigration officials for not carrying a medical facility card. Soon, she received calls from two Indian mobile numbers where callers impersonated Immigration officials and demanded money for clearance.
Believing the false narrative, the complainant transferred ₹48,500/- through UPI. Later, another demand of ₹2,00,000/- was made. When she refused, all communication was cut off, and the fraudsters deactivated their numbers. Following her complaint, the case was registered and investigation taken up.
Considering the seriousness of emerging cyber frauds via social media apps, a dedicated team was formed under the close supervision of Inspector Vijay Kumar, SHO/PS Cyber, Shahdara, and overall guidance of Sh. Mohinder Singh, ACP Operations Shahdara.
The team collected technical inputs using surveillance and obtained crucial details from banks, WhatsApp, and other platforms. Analysis of CDRs/IPDRs led to the arrest of the accused Stephane @ K Cee Dominic from Tilak Nagar, Delhi.
During the arrest, a mobile phone used in committing the offence was recovered. On checking the device, police found his fake Hello Talk profile with the same photo used to lure victims. He was also found chatting with more than 100 women across India, following the same modus operandi of projecting himself as a Korean businessman in the UK.
Profile of the Accused
- Name: Stephane @ K Cee Dominic
- Age: 29 years
- Nationality: Nigerian (residing in India illegally)
- Background: In 2019, he travelled to Ivory Coast (Côte d’Ivoire) to procure a passport since Nigerian citizens faced difficulty in obtaining Indian visas. Using that passport, he entered India on a six-month tourist visa but continued to stay illegally even after its expiry.
- Activities: After running out of savings, he came in contact with people involved in illegal activities and started online frauds. He created a fake identity “Duck Young” (@net_duckyoung) on Hello Talk, projecting himself as a UK-based Korean businessman.
- Targets: Single women across India, whom he lured with promises of relationships and business partnerships.
Method of Crime
