Outer-North Delhi Police Busts ₹5 Crore Extortion Case Involving Firing at Property Dealer’s Office; Eight Accused Arrested

Report: Manmeen Walia, New Delhi

In a major breakthrough, the Outer-North District Police have cracked a high-profile extortion case involving firing at a property dealer’s office in Narela and threats demanding ₹5 crore. Eight accused, including the main shooters, a weapon supplier, and financial facilitators, have been arrested

On 14 Sep, Narela Police received information about two unidentified men on a white Apache motorcycle who opened fire outside the office of Jai Bhawani Buildcon before fleeing towards Haryana. In the incident, property dealer Rajesh Kaushik sustained injuries, and four empty cartridges were recovered from the crime scene. Shortly after the attack, Kaushik received a threatening call demanding ₹5 crore, with dire consequences warned in case of non-compliance. Acting promptly, police registered an FIR under relevant provisions of the Bharatiya Nyaya Sanhita and the Arms Act, and launched an intensive investigation

Given the gravity of the offence, the Outer-North District Police swiftly constituted multiple dedicated teams to crack the case. The PS Narela team was led by SHO Rajender Singh, while the Special Staff/OND was spearheaded by Inspector Anand Kumar Jha. The operation was meticulously planned and executed under the guidance of ACP Rakesh Kumar (Narela) and ACP Dinesh Kumar (Ops). The entire investigation was carried out under the close supervision of Sh. Hareshwar Shwami, DCP Outer-North District, and the dynamic leadership of Sh. Vijay Singh, IPS, Joint Commissioner of Police, Northern Range.

Through intensive CCTV analysis, credible secret inputs, and advanced technical surveillance, the police successfully traced the movement of the accused near Gokul Pur, Delhi.

On 18 Sep, three shooters – Dinesh, Sourav, and Hemant @ Akshay – were arrested.

On 26 Sep, three more accused – Ashish Tyagi @ Kala, Vansh Malik, and Rahul @ Pistol – were arrested for aiding with weapons and motorcycles.

On the same day, Sandeep @ Sanny @ Channi and Sachin were arrested for financially supporting the crime.

Profiles of Key Accused

• Dinesh (22 yrs) – Main shooter, East Gokul Pur.

• Hemant @ Akshay (20 yrs) – Shooter, East Gokul Pur.

• Sourav @ Gaurav (22 yrs) – Shooter, Meerut.

• Rahul @ Pistol (27 yrs) – Previously involved in murder & attempt to murder, Meerut.

• Ashish Tyagi @ Kala (27 yrs) – History of Arms Act case, Panipat.

• Vansh Malik (18 yrs) – Arranged vehicles, Baghpat.

• Sachin (26 yrs) – Financial supporter, Panipat.

• Sandeep @ Sanny @ Channi (34 yrs) – Previous attempt to murder case, Panipat.

Interrogation of the arrested accused revealed that the entire firing and extortion plot was masterminded by Jora, who introduced himself as the brother of notorious gangster Lawrence Bishnoi.

Rahul @ Pistol and Vansh Malik acted as key linkmen, connecting shooters Dinesh and his associates with Jora. Rahul further facilitated the operation by providing cash, new clothing, and arranging hotel accommodations in Bahadurgarh and Panipat. Acting on Jora’s directions, Ashish Tyagi along with Kunal supplied a stolen Apache motorcycle, helmets, and three pistols to the shooters.

The assailants, after conducting reconnaissance of the target location, executed the firing exactly as instructed through encrypted communications on the Signal App. Meanwhile, the financial backbone of the conspiracy was handled by Anurodh Tyagi @ Monu, who arranged funds on the instructions of Jora to cover the expenses of the operation.

During the investigation, the police effected significant recoveries that directly link the accused to the crime. These include:

• A stolen Apache motorcycle and a Splendor motorcycle used in the firing.

• A Jawa motorcycle used for the delivery of weapons.

• Helmets worn by the accused during reconnaissance.

• Multiple mobile phones used for planning and execution of the crime.

• Encrypted chats on the Signal App coordinating the extortion and firing.

These recoveries have provided crucial evidence, further strengthening the case against the arrested accused and exposing the organized nature of the conspiracy.

DCP Hareshwar Shwami, known for his active leadership and sharp planning, said that quick coordination between the local police and Special Staff helped solve this high-profile case very quickly. His direct supervision and guidance ensured that the accused were identified, tracked, and arrested before they could commit further crimes. DCP Shwami said that the Outer-North District Police remain committed to taking strict action against organized crime and added that efforts are ongoing to catch the remaining absconding accused. His prompt action and strong leadership have not only delivered justice in this case but also increased public confidence in the police to maintain safety and law and order in the district.
